Chizuru is a Void Affinity 5-Star Character of the Psionic Class whose main gimmick revolves around gaining extreme benefits when attacking an enemy with multiple hit attack cards as much as possible.

Once 5 stacks are accumulated, Chizuru will create a Shadow of the Moon Card with a Bind effect on it. Firstly, Chizuru’s Inhibit buff can sometimes feel like a debuff for a lot of players who relies on gaining AP from external sources like Mika, making it harder for them to play around having to manage AP consumption every turn and mess up their card combo each turn due to a lack of AP.
And more importantly, Chizuru is a Void unit in a meta that has way too many Void DPS characters, with the majority of them being extremely good, meaning she will need to compete with a lot of other characters in the same role. This, most of the time will delegate Chizuru into a sub DPS role rather than a main DPS, but it is debatable if she offers much in terms of utility compared to other Void characters in the game.
