Making her debut in the 2nd phase banners of Wuthering Waves version 2.8 update, Buling is the brand new 4-star character coming to the game as an amazing universal buffer and sustain for various team comps. In this guide, we will go over everything players need to know about how her skill kit works and how to best build Buling for Wuthering Waves’ end game contents.

Buling is a 4-star Resonator of the Electro element and wields a rectifier as her main weapon type. She functions mainly as a universal support and sustain character for various generic teams in the game and helps to boost the damage of Resonance Skill damage team comps.

Wuthering Waves Buling
Basic Attack: Deal 4 instances of Electro damage to enemies.Heavy Attack: Hold Normal Attack to consume 2 Trigrams on the field to deal Electro damage to enemies and heal allies. If Buling doesn’t have enough Trigrams, she will be immobilized and lose a portion of her HP.Consuming different types of Trigrams grants different Minor Yin and Minor Yang buffs to Buling.
Leveling Priority: Medium
Normal Attack
Reason: Leveling this ability helps improve Buling’s damage modifiers and her heals, so players should consider leveling this up to help her sustain the team better.
Throws a Talisman forward that deals constant Electro damage to enemies in range. After using Resonance Skill, use normal attack to perform a stage 4 basic attack.Hold Basic Attack will immediately trigger a Heavy Attack by consuming Trigrams.
Leveling Priority: High
Resonance Skill
Reason: Buling’s main mode of damage, with her forte further enhancing the ability’s damage output, so players should prioritize leveling up this ability.
After obtaining Minor Yin and Minor Yang, Buling enhances her Resonance Skill into Flashing Thunder Seal: Harmony.
Upon using Flashing Thunder Seal: Harmony, deals 5 instances of Electro damage to all enemies in range and grants all Resonators the Primordial Qi buff
Primordial Qi buff grants Resonators a 15% Attack buff and a Resonance Skill Damage increase buff when they use their intro skill.
Leveling Priority: Highest
Forte Circuit
Reason: Buling’s gimmick that helps boost her Resonance Skill damage output. Leveling this up first to maximize her damage modifiers.
Deal a massive instance of Electro damage to all enemies.
Leveling Priority: Low
Resonance Liberation
Reason: This ability only deals an instance of damage to enemies and doesn’t really affect Buling’s overall damage output massively, so only level this up if you have the resources.
Deal an instance of Electro damage to enemies when she takes the field and heal all Resonators in the team.
Leveling Priority: Low
Intro Skill
Reason: Only level this up if you have the materials and want to maximize Buling’s damage.
Buling gains 25% Healing Bonus when restoring HP to Resonators with less than 50% HP
Unlock Priority: High
Inherent Skill 1
Reason: A good inherent skill that massively boost Buling’s healing output.
Heal the ally that triggers Buling’s outro skill by 16% of Buling’s Attack per second. All Resonators nearby gain a 15% Damage Amplifying buff for 30s
Unlock Priority: High
Inherent Skill 2
Reason: An extremely powerful buff that provides the onfield Resonator with both a constant heal and a damage amplifying buff.

Buling mainly serves as various team’s healer and Resonance Skill amplifier by quickly executing her combo before switching out to grant the main DPS all of her buff effects.

Buling’s main gimmick lies in her ability to gain special Trigrams, which she can use to trigger different types of Heavy Attacks and gain the special Minor Yin or Yang depending on the Trigrams she consumes to trigger the special heavy Attacks. Once she has gained both Minor Yin and Minor Yang, Buling can enhance her Resonance Skill and grant all allies an Attack and Resonance Skill damage buff upon using her Enhanced Skill.

Once she finishes her combo and has gained enough Concerto Energy, Buling can trigger her Outro skill to grant the main DPS a continuous heal and damage amplifying buff.

As 4-start character, Buling doesn’t really have a signature weapon, therefore, here are some of her best in slot weapons:

Some of Buling’s Best Weapon Choices are:

Stellar SymphonyVariationComet Flare
Limited 5* WeaponGacha 4* WeaponGacha 4* Weapon
Main Stat: 412 Attack
Sub Stat: 77.0% Energy Regen
Stellar SymphonyWeapon Rating: Best Premium Weapon
Effect: Increase HP by 12%. Restore 8 Concerto Energy when casting Resonance Liberation. This effect can be triggered 1 time(s) every 20s. When casting Resonance Skill that heals, increase nearby party member’s ATK by 14% for 30s. Effects of the same name cannot be stacked.
Explanation: Best premium weapon option for Buling as it provides Buling with the necessary Energy Regen stat, grants her Concerto Energy while she performs her combo for faster rotation.
Main Stat: 337 Attack
Sub Stat: 51.8% Energy Regen
VariationWeapon Rating: Best F2P Weapon
Effect: When Resonance Skill is released, restores Concerto Energy by 8. This effect can be triggered 1 time every 20s.
Explanation: The budget option of Stellar Symphony, this weapon functions similarly to how Buling’s premium weapon option does, just with less stat overall.
Main Stat: 412 Attack
Sub Stat: 30.3% HP
Comet FlareWeapon Rating: Decent Alternative
Effect: When hitting a target with Basic Attacks or Heavy Attacks, increases Healing Bonus by 3%, stacking up to 3 time(s). This effect lasts for 8s and can be triggered 1 time(s) every 0.6s.
Explanation: A decent Alternative if you don’t have Variation, providing Buling with healing bonus to help her heal allies better with her healing coming from Basic and Heavy attacks.

For Echoes Set, players should focus on using the Moonlit Clouds Echoes set as it helps improve her Energy Regen for smoother Rotation while also granting a good attack buff to the main DPS when they switch in.

Moonlit Clouds
2-pc: Energy Regen +10%.
5-pc: After using Outro Skill, increases the ATK of the next Resonator by 22.5% for 15s.

The best main Echo for Buling to bring is Bell-Borne Geochelone

Effect: Activate the protection of Bell-Borne Geochelone. Deal Glacio DMG based on 132.24% of the current character’s DEF to nearby enemies, and obtain a Bell-Borne Shield that lasts for 15s

The Bell-Borne Shield provides 50.00% DMG Reduction and 10.00% DMG Boost for the current team members, and disappears after the current character is hit for 3 times.

As mainly a healing character with little to no emphasis on her own damage output, players should focus on providing Buling with a decent amount of Healing Bonus and Energy Regen to maximize her healing and rotation time.

Her preferred stats are as followed:

EchoesMain Stats
4 CostHealing Bonus
3 CostEnergy Regen
3 CostEnergy Regen or Attack%
1 CostAttack
1 CostAttack
PrioritySub Stats
1stEnergy Regen
2ndAttack
3rdResonance Skill Damage%

Important Stat Threshold:

– To maximize Buling’s healing and damage, it is highly recommended that players use Attack% Echoes on her rather than Electro Damage% Echoes.

– Invest in as much Energy Regen on Buling as possible to allow her to perform her rotation as quickly as possible.

Generally speaking, Buling can be fitted in any team that requires a healer and a Resonance Skill damage buffer, making her a very versatile character that can work with many different teams.

Some of her best teams are:

CarlottaZhezhiBuling
Main DPSSub DPS/SupportSupport/Sustain
EssentialEssentialFlexible

Main DPS: Carlotta is the team’s main DPS option and takes full advantage of Buling’s Resonance Skill and Attack buffs when she takes the field.

Sub DPS: Zhezhi is Carlotta’s main support partner with her ability to amplify Glacio damage and deal off-field coordinated attacks.

Sustain: Buling serves as the team’s support sustain option to provide Carlotta with healing, attack buff and Resonance Skill damage buff.

JinhsiZhezhiBuling
Main DPSSub DPS/SupportSupport/Sustain
EssentialEssentialFlexible

Main DPS: Jinhsi functions similarly to Carlotta in that she can take full advantage of Buling’s Resonance Skill damage buff once she takes the field.

Sub DPS: Zhezhi is Jinhsi preferred support partner thanks to her off-field coordinated attacks helping to fill up Jinhsi’s Forte Gauge.

Sustain: Buling once again serves as the budget support sustain option for the team to provide Jinhsi with an attack buff and Resonance Skill damage buff in addition to healing.
