After Zani rerun banner, her best supporting partner in the form of Phoebe is also getting her banner rerun. In this guide, we will go over everything players need to know about Phoebe to make the best Phoebe build for different endgame contents in Wuthering Waves.

Phoebe is a 5-star Resonator of the Spectro element. She wields a rectifier in the form of her staff to strike enemies down as a main DPS or support the team as a Sub DPS/ Support character. She has the ability to change modes depending on her combo and is able to deal Spectro Heavy Attack damage to enemies in her way.

Basic Attack: Deals 3 instances of Spectro Damage to enemies
Heavy Attack: Consume STA to deal Spectro Damage to Enemies.
Leveling Priority: High
Normal Attack
Reason: Phoebe’s main damage output is from her Heavy Attacks, so leveling it up massively improves her damage output.
Summons a Ring of Mirrors beneath the enemies, dealing Spectro damage to enemies within the ring. If Resonance Skill is used again immediately, if Phoebe is nearby, teleports inside the ring.

Resonance Skill
Reason: Phoebe’s Skill Damage Modifiers are quite mediocre, so players only need to upgrade this to maximize her damage output if you are using her as a main DPS.
Phoebe has access to the Prayer bar, which fills up overtime. Once Phoebe’s Prayer bar is filled, she can enter different stances depending on which button is held:- If the heavy attack button is held, enter Absolution Mode, dealing high Spectro damage.- If the Resonance skill button is held, enter Confession mode, inflicting a lot of Spectro Frazzle at the cost of damage.
Leveling Priority: High
Forte Circuit
Reason: Phoebe’s main gimmick for both Main DPS and sub DPS build Phoebe, leveling this up will increase Phoebe’s overall damage modifiers.
Deal Spectro damage to all enemies in front of her, gain enhancements based on her mode:- Absolution Mode: Increase damage modifiers- Confession Model: Apply 8 stacks of Spectro Frazzle to enemies.
Leveling Priority: Low
Resonance Liberation
Reason: Leveling this up only boosts the Resonance’s damage, which should only be leveled up if you want to maximize Phoebe’s damage. The other beneficial effects have set value, making leveling this up unnecessary.
Immediately take the field and deal Spectro damage to the enemies

Intro Skill
Reason: Leveling this up only boosts the damage output of Phoebe and doesn’t offer much value aside from that.
Mid Air Heavy Attack Can Be Used One More Time
Unlock Priority: Low
Inherent Skill 1
Reason: This inherent skill allows Phoebe to use her mid air heavy attack twice, which is only really useful during explorations.
While in either of her Modes, increase Phoebe’s Spectro damage bonus.

Reason: This inherent skill grants Phoebe a Spectro damage boost, helping to improve Phoebe’s overall damage output.

Phoebe is a very versatile character that can be slotted into a team as either the main DPS or a sub DPS support for a team due to her special mode switching mechanic works.

In her Absolution mode, she serves as the main DPS of the team by inflicting extremely high Spectro damage against enemies inflicted with Spectro Frazzle. To enter this mode, players want to hold Phoebe’s Heavy Attack after her Forte Gauge is filled up. While Phoebe is in Absolution Mode, players will want to use her basic attacks 3 times before using her Heavy Attack when her Heavy Attack button glows, this will allow her to deal a massive hit of Spectro damage against enemies, with increased damage against enemies inflicted with Spectro Frazzle. Her mode will be reset after her forte gauge is reduced to 0 after 4 rotations.

In her Confession mode, Phoebe serves as a sub DPS character that inflicts a massive amount of Spectro Frazzle on enemies for other characters to take advantage of. To enter Coffession Mode, instead of holding the heavy attack button when Phoebe’s Forte Gauge is full, players will need to hold her Resonance Skill instead. In this mode, you can still do the normal 3 basic attacks and 1 heavy attack combo string, dealing less damage but inflicting a lot of Spectro Frazzle on the enemies. You will be able to do 2 full rotation combos in this mode before Phoebe’s Forte Gauge is completely depleted.

Depending on the team and builds, players will need to use Phoebe main in 1 more instead of the other, with Absolution mode wanting her to run with other characters that inflict Spectro Frazzle on enemies before switching to her to deal damage, while the Confession mode wants you to let her take the field first to inflict enemies with as much Spectro Frazzle as possible before switching to the main DPS to deal damage to the enemies.

For Phoebe, as a character that uses Rectifier as her main weapon, depending on her build, players would want weapons that boost Phoebe’s on field DPS and critical stats for Main DPS Phoebe or weapons that boost Energy Regen and Damage buffing abilities for sub DPS Phoebe.

Effect: Summon a Capitaneus to jump up and smash enemies, dealing 118.80% Spectro DMG. This attack generates 4 extra Merciless Judgements, each dealing 59.40% Spectro DMG.

The Resonator with this Echo equipped in their main slot gains 12.00% Spectro DMG Bonus and 12.00% Heavy Attack DMG Bonus.

Depending on Phoebe’s role, players will need to adjust her Echoes’ Main and Sub Stats accordingly to accommodate her role in the team.

Important Stat Threshold:

– For Main DPS Phoebe, aims for a 1:2 Critical Ratio on her with as much Attack and Heavy Attack Damage Bonus as possible to maximize her damage output.

– For Sub DPS Phoebe, her damage output is not really important, so players should focus on increasing her Energy Regen as much as possible to allow her to quickly finish her combo and switch out to the team’s main DPS.

For her best main DPS team, Phoebe wants to run alongside characters to inflict Spectro Frazzle aside from her to maximize her damage output, this role can be fulfilled by Spectro Rover.

Main DPS: Zani serves as the team’s main DPS and takes the fields for the highest amount of time once the entire team has finished their rotation to help Zani gain Forte Gauge and buff her with beneficial buffs.

Sub DPS: Phoebe is Zani’s best in slot sub DPS/ Support character due to her special Confession mode being able to inflict large amounts of Spectro Frazzle stacks on enemies, allowing Zani to fill her Forte Gauge completely before taking the field. Additionally, her Outro skill massively enhances the Spectro Frazzle damage Zani deals, boosting Zani damage output even further.

Sustain: Shorekeeper is the team’s best sustain with her high energy regen and critical stat boosting skill kit, reducing Zani overall critical requirements while massively boosting her damage output. If players do not have Shorekeeper, however, players can substitute her with other characters like Spectro Rover for Spectro Frazzle resistance reduction or Verina as a budget sustain option.
