The 2 S Rank Agents that will have their rated up banners during this phase are the brand new S Rank Wind Anomaly Specialty Agent Velina and the S Rank Physical Attack Specialty Agent Ye Shuanguang

Velina

Velina is a S Rank Agent of the Anomaly Specialty and the brand new element coming to Zenless Zone Zero – the Wind Element. She specializes in dealing constant Wind damage to enemies in order to trigger the different Wind Attribute Anomaly Effects while also summoning Cyclones to aid her in the battle.

Velina skill kit revolves around constantly summoning different types of Cyclones onto the field in order to transform the Cyclone into different types of elemental cyclones that reduces the enemies’ Attribute Anomaly Resistances of both the Wind attribute and the corresponding Attribute, helping her to deal damage to the enemies and trigger Abloom.

Velina’s skill kit main goal is to summon cyclones using her EX Special Attack, which can be triggered whenever she accumulates enough stacks of energy by attacking enemies on the field. When cyclones are summoned, if they come into contact with enemies under Attribute Anomaly Effects, they will transform and deal both Wind and the corresponding Attribute Anomaly Element damage to enemies, reducing their Anomaly Resistances of the corresponding element. Upon the cyclones disappearing, they will trigger an explosion, dealing Wind damage to enemies. If the enemies are under the Wind Attribute Anomaly effect, this damage will trigger an Abloom damage effect instead, dealing even more damage to enemies.

The more Vortex and Wind Attribute Anomaly Velina trigger, the more cyclones she summons and the more powerful she becomes.

Pull Rating: 9/10. A Fun and Interesting Anomaly Enabler

Velina is a very interesting Anomaly Agent that has the ability to help other Anomaly characters to trigger their Attribute Anomaly easier with her Vortex infusion effect and her Abloom damage in addition to her quick assist triggers, making her a premium Anomaly Enabler. She works wonderfully as an Anomaly Sub-DPS and enabler and will be a core character for future investment alongside the upcoming character Ramielle.

Ye Shunguang

Ye Shunguang is a S Rank Physical Attack Specialty Agent in Zenless Zone Zero. She specializes in dealing massive amounts of Physical Damage to enemies by taking advantage of the special Ether Veil effect to gain various powerful damage benefits. She also has 2 different modes and Ultimates, making her a very unique DPS character in the game.

As the brand new Void Hunter level character, Ye Shunguang’s skill kit seems to be extremely hard to use and understand. However, it is actually very simple to understand once you delve deeper into the details. 

Ye Shunguang’s main gimmick lies in 3 different things: Qingming Sword Force stacks, her Enlightened Mind state and the Ether Veil: Verdict effect. When in her normal form, Ye Shunguang gains Qingming Sword Force stacks with her attacks and abilities or whenever an ally triggers Ether Veil, up to 6 usable stacks and 3 excess stacks. Once Ye Shunguang have accumulated enough stacks and decibels, players want to use her Ultimate to allow her to enter her Enlightened Mind state and activate Ether:Veil Verdict.

While in her Enlightened Mind state, Ye Shunguang can deal massive amounts of Physical Damage to enemies within her Ether Veil: Verdict effect, with these enemies taking more damage if their Stun Damage Modifiers were high before they enter her Ether Veil: Verdict. During this time, most of Ye Shunguang’s powerful attacks will consume Qingming Sword Force stacks and once all are consumed, players can use her second Ultimate to end her Enlightened State as well as the Either Veil: Verdict effect, and allows her to gain back 3 Qingming Sword Force from Bearer stacks.

This effect can trigger once per skill use. At 2 stacks, all squad members gain 60 Anomaly Proficiency. Only one instance of this effect can exist in the same squad.

Velina’s Signature W-Engine helps to massively boost her damage output and enable her to use her EX Special Attacks more frequently, helping her to optimize her damage output and rotation.

Ye Shuanguang Signature W-Engine

Effect: The equipper’s DMG ignores 20% of the target’s Physical RES. When the equipper activates an Ether Veil, the equipper’s DMG increases by 25% and CRIT DMG increases by 25% for 40s. Repeated triggers reset the duration.

Pull Rating: 10/10 For Ye Shuanguang, 7/10 for others.

Ye Shunguang’s Signature W-Engine massively boosts her offensive stats and allows her to ignore a portion of the enemies’ defense while she deal damage, massively boosting her damage output.

The 2nd phase rate up banners for Zenless Zone Zero Version 3.0 Update will start right after the first phase and last until the end of the update patch, lasting for a total of 21 days. The 2 characters on rate up will be the new S Rank Fire Stun Agent Norma and the returning Physical Support Agent Sunna.

Norma

Norma is a S Rank Agent of the Fire Element and Stun Specialty. She specializes in dealing both on field and off field damage to enemies with her missiles to quickly raise the enemies’ daze gauge and trigger quick assist and chain attacks for the team.

Norma functions primarily as an off-field Stun Agent with her powerful missiles that constantly bombard enemies when using her EX Special Attack, allowing her to quickly raise the enemies’ Daze Gauge even when she is not on the field.

When using her EX Special Attack, Norma will set up her missiles on the field, allowing them to constantly bombard enemies with Fire damage while the on field ally attacks and help her accumulate her special Personal Resources stacks. When the missiles attacks enemies not under stun effect, they deal more Daze damage and when attacking stunned enemies, they deal more Fire Elemental Damage overall. 

Norma’s core passive allows her attacks to deal more Daze damage to enemies and help to make the enemies go into the stun state much quicker. Additionally, it helps her apply the weakened status, increasing the damage taken by enemies when they are stunned and prolonging the enemies’ stun duration. Upon accumulating enough Personal Resources, upon a Quick Assist trigger, Norma will replace the Quick Assist with a Chain attack, allowing allies to deal more damage and take the field much easier.

Pull Rating: 8/10. A Good Off-Field Stun Agent

Somewhat similar to what Ju Fufu does, Norma serves mainly as an off-field Stun Specialty Agent that is capable of supporting other Attacker and Rupture Agents in the team, making her a decent sub-DPS and support Agent for any Attack or Rupture oriented teams. Therefore, if players are missing a Stun Specialty Agent, getting her is a decently good choice overall.

Sunna

Sunna is a S Rank Agent that deals Physical damage of the Support Specialty. She specializes in boosting the damage output of Attack and Anomaly Specialty Agents while also enabling various damaging buffing effects for her own Angels of Delusion faction. Additionally, Sunna excels at setting up and taking advantage of Ether Veil effects.

Sunna skill kit and abilities highlights her ability as a mainly off field support character that can amplify the damage output of Attack and Anomaly Specialty Agents while also facilitating different Ether Veil effects.

Sunna’s main gimmick revolves around her Angel’s Accord buff on allies and the Cat’s Gaze debuffs on enemies. When Angel’s Accord is granted to allies, they will gain a massive attack and damage buff proportional to Sunna’s own attack stat. Additionally, Sunna’s attacks while she is on the field will inflict the Cat’s Gaze effects on enemies. Enemies marked by Cat’s Gaze will take more damage and additional effects based on if an Attack Specialty Agent or an Anomaly Specialty Agent attack into them. Cat’s Gaze can be applied to enemies even when Sunna is off field.

Additionally, Sunna can help set up the special Ether Veil effect for allies and help maintain Ether Veil, allowing characters that want Ether Veil to remain on the field for as long as possible to take full advantage of its effects.

Pull Rating: 8/10. A Decently Easy To Use and Strong Support Agent

Sunna’s skill kit and her ability to support Agents while being mainly off-field helps to optimize the damage output of many characters that wants to remain on-field as much as possible, making her a very good Support Agent for players that want to make a Attack or Anomaly Oriented team for endgame contents.

Norma Signature W-Engine

Effect: The equipper’s Impact increases by 30, and their DMG ignores 15% of the target’s Fire RES. When the equipper is not the active character, Energy Regen increases by 0.4/s. When the equipper deals Fire DMG with an EX Special Attack, all Agents’ DMG increases by 12.5% for 30s, stacking up to 2 times. Repeated triggers reset the duration. This effect can trigger once per skill. Only one instance of this effect can exist in the same squad.

Pull Rating: 10/10 for Norma. 3/10 for others.

Norma’s signature W-Engine helps to optimize her ability to inflict Daze on enemies and helps to recover her Energy Regen even when off-field, allowing her to trigger her abilities more often. Additionally, it grants her additional support effects for the team, helping to optimize her capabilities as an off-field support Agent.

For other Agents, this W-Engine doesn’t do anything aside from being a stat stick, as no other characters can make use of its effects.

Sunna Signature W-Engine

Effect: While not the active character, the equipper’s Energy Regen increases by 0.6/s. When the equipper uses an EX Special Attack and deals Physical DMG, all squad members gain a buff that increases DMG dealt by 12.5% for 40s, stacking up to 2 times. Repeated triggers reset the duration. At 2 stacks, characters gain an additional 10% ATK. Only one instance of this effect can exist in the same squad.

Pull Rating: 10/10 for Sunna. 3/10 for others.

Sunna’s signature W-Engine helps to optimize her support capabilities massively whenever she triggers her off-field effects and provides her with an important Energy boost, making it a very important W-Engine for her to have if players want to optimize her support effects.

For other characters, this W-engine is essentially a stat stick and doesn’t really have any value aside from that as no other characters can trigger the W-Engine’s effect properly.
