Genshin Impact Phase 2 of Version 7.0 is live, and two Electro polearm 5-stars are sharing the same three-week window. Flins wants to be the on-field Lunar-Charged carry. Ineffa wants to sit off-field, throw a shield, and make that carry look expensive. The real question is not “who is stronger on a spreadsheet.” It is which one actually upgrades your account before September 22 closes the banner. If you already spent Phase 1 on Odette or Arlecchino, this Genshin Impact 7.0 Phase 2 pull guide is the decision tree that keeps you from burning a guaranteed 5-star on the wrong half of the pair.

Before you lock a banner, try to collect the currency you will actually spend. Enjoygm is a fast way to top up Genshin Impact and turn them into Intertwined Fates when you are one 10-pull short of C0 Flins, C0 Ineffa, or the extra constellation that changes how this team feels. Use it when the pity counter is already high and you do not want to wait for the next event cycle.
Genshin Impact 7.0 Phase 2 Banner Snapshot
Phase 2 runs from September 1 to September 22, 2026 and both Flins and Ineffa characters are limited 5-star Electro polearm reruns, not new debuts.
| Banner | Featured 5-star | Weapon on Epitome Invocation | Role in Lunar-Charged |
| The Lone Light Knocks at Night | Flins | Bloodsoaked Ruins | On-field Lunar-Charged DPS |
| Astral Actuation | Ineffa | Fractured Halo | Off-field Electro, shield, Lunar-Charged amplifier |
| Shared 4-stars on both | Aino, Iansan, Lan Yan | The Flute, Favonius Greatsword, Favonius Lance, Eye of Perception, The Stringless | Hydro applicator / ATK buffer / Anemo shielder |
These are Event Wish-2 banners. Pity, 50/50, and the guarantee are shared. If you lose a 50/50 on Flins at 78 wishes, you can swap to Ineffa and the next 5-star is still guaranteed featured. That is the single most important mechanical fact in this Flins vs Ineffa decision.
Flins vs Ineffa – Who Should You Pull?
You can treat them as two different products, not two skins of the same Electro DPS.

Flins converts Electro-Charged into Lunar-Charged, lives on-field, and dumps most of his damage through a special Burst rotation (the short “Thunderous Symphony” version plus Northland Spearstorm skill loops). He is easier to pilot than later Lunar DPS names such as Nefer or Zibai. He also wants a second Moonsign/Nod-Krai partner so Ascendant Gleam actually turns on the juiciest parts of his kit.
Ineffa is the enabler. She applies Electro off-field through Birgitta, builds a real shield, feeds particles, buffs Lunar-Charged base damage, and raises Moonsign level by 1 just by existing on the team. She is not locked to Flins, and also slots next to Columbina, Fischl, Varesa-style on-fielders, and general Electro-Charged cores. That flexibility is why a lot of accounts should take Ineffa first.
Quick Verdict by Account Type
- You have Columbina (or a strong Aino) and no Lunar on-fielder: pull Flins first.
- You have Flins already and no Ineffa: pull Ineffa. This is the highest-value 7.0 Phase 2 spend for that roster.
- You have neither, and only one guaranteed 5-star: pull Ineffa if you want one unit that still works after you swap the carry. Pull Flins if you specifically want an easy on-field Lunar DPS and already own Fischl / Kuki / Iansan plus a Hydro applicator.
- You have both C0 already: stop on characters. Look at Flins C1, then weapons, then Ineffa C1.
- You do not care about Lunar-Charged and already have a finished Abyss roster: skip both and keep saving for 7.1.
Pulling both is correct only if Lunar-Charged is a team you will actually run for the next several patches. Together they give damage plus interruption resistance. Separately, Flins without Ineffa is playable; Ineffa without Flins is still a shield + off-field Electro package.
How Each Kit Actually Plays
Kits from Ineffa and Flins have a very different uniqueness from one to another. So it is worthy to look at them before you make a final decision on pulling one of them:
Flins: The Accessible Lunar Carry

Flins’ Skill puts him into a Manifest Flame-style state, infuses attacks, and unlocks a short-cooldown special Skill. His Burst has a full cinematic version and a cheaper special version used in real rotations. Passives convert Electro-Charged into Lunar-Charged and scale that reaction with ATK and EM. Night of the Sky’s Unveiling is Flins’s default 4-piece because it feeds Crit Rate, EM, and team Lunar damage when a Hydro + Moonsign partner is present.
Flins is comfortable, and that is the sales pitch. You are not solving a 22-second puzzle every rotation the way some later Lunar DPS kits demand.
Ineffa: Shield, Thunderclouds, and the 90% Feeling

Ineffa’s Skill drops Birgitta and a shield. The drone keeps hitting, and Lunar-Charged thunderclouds let her fire extra Discharge attacks that count as Lunar-Charged damage. Her passives raise Moonsign, buff Lunar-Charged, and give the team EM. Aubade of Morningstar and Moon is the off-field Lunar set Ineffa wants; Silken Moon’s Serenade can live on Columbina or Aino instead.
That shield is not flavor text. It is why Flins teams can drop Zhongli and still run Sucrose or Xilonen without getting staggered out of the special Burst window.
Flins Without Ineffa: Does He Still Work?
Yes. Flins without Ineffa is the question most F2P and low-spenders keep asking, and the honest answer is: he works, he just loses comfort and a chunk of team DPS.
To keep Ascendant Gleam and consistent Lunar-Charged, you still need:
- A second Moonsign / Nod-Krai unit (Columbina or Aino is the usual fix).
- A Hydro applicator if that second unit is not already Hydro.
- A second Electro battery if energy feels bad (Fischl, Kuki Shinobu, Iansan, Ororon).
Best Flins Teams without Ineffa
| Flins | Hydro / Moonsign | Second Electro | Flex |
| Flins | Columbina or Aino | Fischl | Sucrose |
| Flins | Columbina or Aino | Kuki Shinobu | Sucrose or Bennett |
| Flins | Columbina or Aino | Iansan | Sucrose / Xilonen |
| Flins | Yelan | Fischl | Jahoda or Sucrose |
You can expect lower personal damage than the premium Flins–Ineffa–Columbina–Sucrose core, more ER pressure, and no dedicated shield unless Lan Yan or a shielder sits in the flex slot. Flins C1 and Bloodsoaked Ruins both shrink that gap. They do not delete Ineffa’s unique kit (shield + off-field Lunar hits + Moonsign + EM).
If your only missing piece is the on-fielder, Flins without Ineffa is still a valid C0 pull. If you already own Flins C0 and you are asking whether to “finish” him, Ineffa is the finish.
For weapon, artifact, and rotation detail after you pull him, make sure to follow through our Genshin Impact Flins Guide: Best Builds, Weapons, Teams & Tips. It maps the premium Ineffa core and the budget Fischl/Aino versions in one place, which is exactly the split this banner forces.
Is Ineffa Worth It in 7.0?
Ineffa is worth it in 7.0 if any of these are true:
- You own Flins and still bounce in multi-target or interrupt-heavy chambers.
- You own Columbina and want the cleanest Lunar-Charged off-field pair.
- You want one Electro unit that is not glued to a single on-fielder.
- You need a shield that also deals Lunar-Charged damage instead of a pure tank.
Ineffa is easier to skip if:
- You already have a finished Flins team with Fischl/Kuki and you never lose characters to stagger.
- You refuse to build Lunar-Charged at all.
- Your next 80–160 wishes are reserved for a 7.1 debut you already decided on.

At C0 she already enables Flins. Her constellations raise her damage more than they reinvent the team, so C0 is the efficient stopping point for most spenders. Fractured Halo is the weapon that buffs whole-team Lunar-Charged, which is why some guides rank Ineffa’s signature ahead of Flins’ signature when you can only afford one 5-star weapon.
Columbina remains the third piece that makes both of them look cracked. If you still need her kit breakdown for the Hydro slot, we have our Columbina build guide as your companion, because every “pull both” recommendation in 7.0 assumes that Hydro engine exists.
Flins C1 vs Signature (Bloodsoaked Ruins)
This is the vertical-investment argument, not the C0 argument.
Flins C1 shortens the special Skill cooldown (down to 4s in current community writeups) and refunds energy when Lunar-Charged triggers. In practice that means an extra special Burst inside the same rotation window. According to the play tests, it consistently treat C1 as a 10–20% team DPS bump and a much larger personal-DPS bump, because he simply presses the expensive button more often.
Bloodsoaked Ruins (R1) is still his BiS. And a typical kit would be:
- High base ATK, Crit Rate substat
- After Burst: large Lunar-Charged DMG bonus for a short window
- After Lunar-Charged: Crit DMG buff + flat energy (long internal CD)

It makes artifacts less painful and covers ER that C0 Flins otherwise farms for. Signature value drops if you already own Staff of the Scarlet Sands, Primordial Jade Winged-Spear, Staff of Homa, Deathmatch, or even Ineffa’s Fractured Halo as a stat stick. It also drops if Ineffa is already on the team, because her buffs overlap part of the weapon’s job.
Practical Priority Order for Flins
- C0 Flins
- C0 Ineffa (if you do not have her)
- Flins C1
- Bloodsoaked Ruins R1 or Flins C2, depending on whether you already have a strong 5-star polearm
- Ineffa’s Fractured Halo if the team is complete and you want the shared Lunar-Charged buff
- Higher refinements last
A common community path is C0 > C1 > R1 ≥ C2. If you are choosing strictly Flins C1 vs signature and you already have a usable 5-star polearm, take C1. If your current spear is White Tassel or a random 4-star with no Crit, the signature closes a bigger hole than C1 does.
Weapon banners are still the expensive half of this patch. Bloodsoaked Ruins and Fractured Halo share Epitome Invocation. If you lose the 75/25 and then lose the fate points game, you can spend more than a character guarantee. Characters first is the correct default.
4-Star Rate-Up: Who Is Actually Worth the Extra Wishes?
Do not build pity on purpose. If you are already pulling the 5-star, these are the 4-stars you are happy to see.
- Iansan: ATK buffer / Electro battery. High value if you also run Mavuika, Kinich, or Varesa. C2, C4, and especially C6 matter; do not whale a 5-star banner just to C6 her.
- Lan Yan: Anemo catalyst shielder with fast application and VV access. C4 EM and C6 extra charge are the nice-to-haves. She is the budget interruption answer if you skip Ineffa.
- Aino: Hydro claymore Lunar piece. She is the F2P-facing Moonsign Hydro when you do not own Columbina. C6 is the constellation people talk about; anything before that is a free bonus, not a spending target.
Aino on this banner is the sleeper reason some Flins-without-Ineffa accounts still click Wish. She is not a replacement for Ineffa. She is the Hydro/Moonsign bandage.
Primogem Plan for Phase 2
Shared pity is a gift only if you pick a target before the first 10-pull.
- Open Wish History. Write down current pity and whether the next 5-star is guaranteed.
- Choose one featured 5-star as the stop point.
- Pull only on that banner until they arrive.
- Reassess. If you won the 50/50 early, then consider the partner or C1.
- Leave the weapon banner alone until both characters you actually use are C0.
Soft pity starts near 75. Hard pity is 90. A full lost-and-won cycle is roughly 160 wishes. Plan as if you will lose. If you are sitting at 70+ pity with a guarantee and you still need one more handful of Fates to lock C0 or C1, that is the moment Enjoygm is actually useful rather than decorative: you are not “starting a banner,” you are finishing a rotation you already paid for in resin and events. Top up only the missing Genesis Crystals, convert, and stop.

Version 7.0 also still pays Primogems through Snezhnaya exploration, the remaining events (Great Expeditionist Challenge, Trial of the Bastion, Overflowing Abundance late in the patch), and Imaginarium Theater refresh. Spend those first. Paid crystals are for the last 10-pull, not the first.
Who Should You Pull?
- Pull Flins if you want the on-field Lunar-Charged DPS, you like a simple rotation, and you already have a Hydro + second Electro plan. He stays competitive even when Flins without Ineffa is your only option.
- Pull Ineffa if you want the more flexible 5-star, you already own Flins, or you need a shield that also plays the Lunar kit. For most mixed rosters, Ineffa worth it in 7.0 is a yes at C0 and a maybe after that.
- Pull both if Columbina (or C6 Aino) is already built and Lunar-Charged is your Abyss plan through 7.x.
- Pull neither if your next limited character is already decided and this pair would sit at level 70 in the teapot.
Conclusion
And that is it. Flins vs Ineffa is not a tier-list argument. It is a role argument. One of them attacks. One of them makes the attack survivable and louder. Buy the role your screenshot is missing and we hope that this guide has made the choice easier than the usual.
