The first rate up banner players can roll on is the rate up banner for the brand new Limited 6* character introduced for the game’s 2.5 Anniversary – Paper Heron

Reverse: 1999 Paper Heron Banner

Paper Heron is a Limited Arcanist that specializes in enabling an entirely brand new flavor of Impromptu teams in Reverse:1999 commonly known as the Plant Impromptu team or the Green Impromptu team. This is thanks to her ability to convert the normal typical Impromptu Incantation effect and turn it into a more powerful version that deals Plant Afflatus damage to enemies.

Paper Heron’s gameplay is relatively simple, with her skill kit revolving around enabling the team by taking into account the Eureka stacks generated by the entire team and herself in order to boost the damage output of the team through the Impromptu Incantation. Upon entering the field, Paper Heron will enable a special Array effect, which converts the usual Impromptu Incantation from the usual Star Afflatus single target attack into a Plant Afflatus AoE Attack. This Impromptu Incantation effect functions similarly to the usual Impromptu Incantation, except that it can only hit up to 3 times, with any excess attack instead increasing its damage output and it deals more damage to enemies the less enemies there are on the field.

Alongside the release of the Reverse: 1999 2.5 Anniversary Update Patch, a special Rate Up banner will be available for players to choose their own rate up characters among a set selection of 6-Star Characters to pull and get the rate up character. The banner rules function similarly to your typical banner in Reverse: 1999, with the players being guaranteed a 6-Star Character at the 70th pull and having a 50/50 chance of the character being the rated up character that they choose.

However, the main point of importance that players need to know about this banner is that during the update patch’s period, players will be guaranteed up to 100 pulls completely for free on this banner simply by logging into the game, meaning players will be guaranteed at least 1 6-Star Character on this banner. If the 6-Star character players got from this banner is not the rate up character they choose, then the next 6-Star character they obtain from the banner is guaranteed to be the chosen rated up character.

Once players have chosen the Rate up 6-Star Character for the banner, they won’t be able to change their target mid banner and the character will be rated up for the entire duration of the banner, so choosing the correct 6-Star Character to be on rate up is very important as players might be able to guarantee getting them completely for free thanks to the free 100 pulls on the banner.

Reverse: 1999 Liang Yue Banner

Liang Yue is a Limited 6-star Arcanist of the Star Afflatus that specializes in dealing massive amounts of Extra Attack Damage to enemies by accumulating special Talon stacks. She has a very fun gimmick to divide the incantation zone into 2 different sections and gains special talon stacks depending on the color of the zone the incantations were used from. She is one of the best main DPS characters in the game despite her very simple skill kit.

Liang Yue is a Limited Arcanist that specializes in dealing Extra Attack Damage to enemies by activating her special Qiangliang Complete State and divide the incantation skill into 2 zones and depends on the amount of incantation skill used in each zones, Liang Yue will trigger different effects.

Upon triggering her Ultimate, Liang Yue will enter her Qiangliang Complete state and turn the Incantation Skill zone into 2 – Red and Green Zone, with the overlapping zone in the middle. Using different incantations in the Green Zone will grant her Peace Talons, while using incantations in the Red Zone will grant her Justice Talons with different buff effects for the team.

Once Liang Yue has accumulated 6 different Talon stacks, she will trigger a special attack depending on the differences between the different Justice or Peace Talon stacks.

Should You Roll: Yes, If You Don’t Have Her Yet. Liang Yue is one of the game’s most powerful DPS characters by far and is a character with a very simple but effective skill kit once players get used to her playstyle, making her a very desirable character to have. Since she is a limited character, getting her will also be a good idea since she won’t be returning for quite a while.

The other brand new 6* character being introduced in Reverse: 1999 update patch Cheng Heguang’s rate up banner will be available in the 2nd phase of the update patch

Reverse: 1999 Cheng Heguang Banner

Cheng Heguang is a 6-Star Arcanist that serves as both a Sub DPS and a Support character for various Extra Attacks teams, this makes it so that he can slot in a lot of different teams as long as they benefit from his Extra Attack Damage buff.

Cheng Heguang’s gameplay and skill kit is relatively self-explanatory: after using his Attack Incantation Skill, Cheng Heguang will attack an enemy and gain a special buff stack on himself. At a certain amount of buff stacks, his overall and ultimate damage is increased and his Ultimate will not use AP after a set amount of stacks. Using his Buff Incantation, Cheng Heguang grants the entire team an Extra Attack Damage buff and allows him to gain a special effect where whenever an ally attacks an enemy, Cheng Heguang will deal extra attacks to them, up to 3 times per turn.

Upon accumulating enough stacks and moxie, Cheng Heguang can use his Ultimate, dealing damage to an enemy, grants himself his buff incantation buff effect and grants him a special status. When under this special status, Cheng Heguang will decrease the hand size by 2, in exchange, whenever his inaction skills are drawn, they will be automatically converted to a random ally’s incantation skill, allowing Cheng Heguang to essentially thin the deck and copy allies’ Incantation skills. Additionally, when this effect is triggered, he will grant the team 1 more AP every turn. 

These effects and skill kit make Cheng Heguang a decently strong Sub DPS and Support character for the Extra Attack team, capable of constantly dealing Extra Attacks, buff the team’s Extra Attack damage output and grants allies additional incantation skills.

Should You Roll: It Depends. While Cheng Heguang is a relatively strong character with decently high damage output and the ability to boost the damage output of the entire team through his Extra Attack Damage boosting effects, his overall generic skill kit doesn’t really make him standout as a dedicated support or sub DPS character.

Unlike other generic supports like Flutterpage or other dedicated supports like Charon, Semmelweis or Isolde, Cheng Heguang is not really needed for any team and is not the must have option in a lot of cases, making him a good but relatively middle of the road character overall. If players want to make a team revolving around Extra Attack and Follow Up Attacks, for example, a Liang Yue team, getting Cheng Heguang will help to optimize the team’s damage, however, it is still fine if players don’t have him for such teams as there are other options in the game.
