Reverse: 1999 3rd Anniversary Rate Up Banners – Which Banner To Roll On
During the 3rd Anniversary Version Update for Reverse: 1999, players will be able to have the chance to roll on several different rate up banners, featuring the limited rate up banner for the 6-Star Beast Aflatus Character Rhiannon and the rate up banner for the 6-Star Mineral Afflatus character Ms. Stranger
Limited Character Rate Up Banner – Rhiannon
The first rate up banner players can roll on is the rate up banner for the brand new limited 6* character introduced in 3rd Anniversary Version Update – Rhiannon.

Rhiannon is a 6-star Arcanist of the Beast Afflatus and is one of the game’s Limited Arcanist, releasing with the game’s anniversary.
Rhiannon’s most powerful effects and buffs come from the fact that she can grant herself extra AP to use more of her incarnation skill to both attack and buff allies while also providing allies with immensely powerful buffs. Rhiannon’s abilities revolve around her Rhaptor’s Kinship Energy, which, when generated enough, allows her to generate extra AP for herself and allow her to enter an extra turn at the start of the turn. At the start of the turn, she will deploy the Rapport effect, boosting the Affaltus Advantage Damage Modifiers.
When using her 1st Skill, Rhiannon will decrease enemies’ critical defenses, making them take more critical damage overall. With her 2nd skill, Rhiannon will buff herself with Ult Might, Incantation Might and Max HP effects. Upon using her Ultimate, Rhiannon enters a special state, allowing all of her incantation to not cost AP while also boosting the Attack and HP of allies proportional to her own Attack and HP stats. Additionally, when she is in this form, her 1st and 2nd skills’ effects are enhanced, with her 2nd skill granting the entire team’s extra damage boost based on her Rapport Stacks.
Should You Roll: Yes, Absolutely. Rhiannon is one of Reverse: 1999 Limited Arcanist and is the game’s most powerful universal support character that has the ability to boost the damage output of the entire team massively while also being able to be used in any Archetype teams thanks to her effects.
Not only is her status as a Limited character make it important for players to roll for her, her support capabilities can allow her to be used in any teams, making her the game’s single best universal support character in the meta for any team.
6* Rate Up Selector Banner – Ripples On The Water
Alongside the rate up banner for Rhiannon, another special banner will be available at roughly the same time: the Ripples On The Water 6* Character Selector Banner. On this banner, players will be able to select 1 among the 6 different 6* characters to be the rated up character: Regulus, Mercuria, Semmelweis, Medicine Pocket, Recoleta and Melania

Importantly, the first 6* character players obtained from this banner will be guaranteed to be the character they selected as the rate up character. However, in exchange for this, the pity of this banner will not carry over to other banners.
Regulus is a character that serves as a substitute main DPS or sub DPS character for the Impromptu team, with her ability to direct the target of the Impromptu Incantation and boosting its damage output.
Mercuria is a character that specializes in providing amazing critical buffs to allies while also dealing a decent amount of damage to enemies whenever she uses her Ultimate. She excels in enabling Rank Up teams, with her new Euphoria granting herself and the entire team amazing benefits and damage boost whenever Incantations Rank 2 or 3 are used by the team.
Semmelweis is a Sub DPS Support character, who is perhaps the best Sub DPS Support character for the Bloodtithe team, with her immensely powerful skill kit that not only constantly generate Bloodtithe for the team but also provide constant nuke against all enemies when Bloodtithe is generated with her Ultimate. Semmelweis allows her to grant 1 ally an amazing buff in exchange for draining their HP every turn, allowing them to generate Bloodtithe. When her Ultimate is active, Semmelweis will take the HP of all allies in the team to generate Bloodtithe at the end of the turn and deal a massive instance of damage to all enemies proportional to the amount of HP she takes. She pairs extremely well with Sentinel.
Medicine Pocket is a support sustain character that is the game’s most generically good sustain option for almost every team. Their abilities allow them to consume a set amount of HP from all allies to generate a shield for all allies, while their Ultimate helps them recover all allies HP and grant the team several strong buffs, making them generically good for all teams in the game.
Recoleta is an amazing Ultimate team support character as having her will enable the team to constantly spam Ultimate without any hesitations. Her skill kit allows her to grant the team special buffs and extra Moxie when the team uses their Ultimate, which allow her to regenerate her own Moxie to use her own Ultimate while also allowing the others to spam their Ultimate. This effect is further enhanced with her brand new Euphoria.
Melania is a character that serves as a universal support character for Ultimate oriented teams, with her amazing generic effects that allows the team to steal Moxie from enemies by attacking them. Melania herself excels at gaining a massive amount of Moxie for the entire team with her abilities and helps to supplement the team with her own Ultimate damage output.
Should You Roll: It Depends.
Among the 6 6-star characters on rate up, the ones with the most benefits that players will find are Semmelweis, Recoleta and Mercuria, with Semmelweis being a core member of the Bloodtithe team that players need to have to build that team, while Recoleta and Mercuria are generic powerful support and sub DPS characters for the Ultimate and Incantation centric teams.
For the other 3 6-star characters, their strength fluctuates greatly and doesn’t offer much in terms of team building unless you have the other pieces for the team you want to build first. So if you already have the other 3 6-star characters, you shouldn’t roll on this banner.
Brand New Character Rate Up Banner – Ms. Stranger
The other brand new 6* character being introduced in Reverse: 1999 update patch, Ms. Stranger rate up banner will be available right after Rhiannon’s.

Ms. Stranger is a 6-star Arcanist of the Mineral Afflatus whose gimmick revolves around her ability to use a Special Incantation Skill to deal massive damage to an enemy after being buffed by her own effects multiple times.
Ms. Stranger is a DPS character whose game plan revolves around activating her important Special Incantation Skill: A Month To A Flame by moving it to the leftmost position on the spelldock.
Ms. Stranger’s playstyle is relatively difficult to get used to, with players needing to take note of the position of her Special Incantation Skill in order to activate different effects of her other Incantation Skills accordingly. When using her 1st Incantation skill, depending on its position relative to Ms. Stranger’s Special Incantation Skill, it will grant her special damage up buff or deal extra damage to enemies when used.
Upon accumulating enough powerful buff stacks and getting her important Special Incantation Skill to the leftmost slot of the Spelldock, her special incantation skill will be unlocked and she will gain a large amount of Moxie, allowing her to activate her Ultimate. Once activating her Ultimate, Ms. Stranger can further enhance the damage output of her Special Incantation Skill when used, allowing her to deal massive amounts of damage to an enemy by consuming all of her buff stacks.
Should You Roll: It Depends. Ms. Stranger is a very strong DPS character with a rather unique set of abilities and effects and might eventually become the main DPS of an entirely brand new archetype with support dedicated to her.
However, as things stand right now, not only does she not have dedicated supports that help optimize her damage output, she is also relatively complex to use in general contents despite being able to have very high damage output. Therefore, players who want to have a brand new playstyle to work with and a DPS character to play around can consider rolling for her, however, if you already have dedicated teams invested in, rolling for her is not recommended.
Conclusion
With that, we have gone over all of the important banners that will be rated up during Reverse:1999 3rd Anniversary Version Update. We hope that with the help of this guide, players will be able to plan their pulls in advance and be able to obtain the best characters to complete their teams.
