General Information

Starlight Billy is an upcoming S-Rank Agent of the Physical Element and Rupture Class. He specializes in dealing powerful Physical Sheer Damage to enemies based on his Max HP and is capable of changing between 2 different modes to deal powerful damage to enemies with his Dodge Counter.

Starlight Billy Skill Kit

– Basic Attack (Free Mode): Perform up to four attacks in front of you, dealing Physical DMG;

When the skill hits an enemy, restore your HP;

During the fourth attack, if you press Basic Attack before landing, you can Quick Launch [Basic Attack: Moto Dash] and enter [Bike Mode].

– Basic Attack (Bike Mode): Pop a wheelie to close in and blaze through enemies, dealing Physical DMG;

Hitting enemies with this skill grants [Heat];

Press Basic Attack at the end of the skill to quickly flip the bike around.

– Basic Attack: Tail Whip:

Gain [Heat] when the skill hits enemies.

Immediately swing the tail, using the tail flames to attack enemies, dealing Physical Attribute Damage.

– Basic Attack: Stunt Show: The attack consists of three stages, dealing Physical Attribute DMG;

After entering the third stage, continue holding Basic Attack for up to 2 seconds. Releasing basic attack during the skill ends the attack. If hit the moment the attack ends, you can trigger [Perfect Dodge]. After triggering [Perfect Dodge], perform a Thomas Flair. In this state, holding basic attack will quickly activate the third stage of [Basic Attack: Stunt Show] and retain the remaining time from the third stage before being hit; when the remaining time of the third stage runs out, [Dodge Counter: Moto Drift] will automatically activate as a finisher. Hitting enemies with this skill grants [Heat].

– Special Attack (Free Mode): Upon activating this skill, enter [Bike Mode]. Taking damage during this skill triggers [Perfect Dodge]. Triggering [Perfect Dodge] restores HP equal to 10% of Max HP. Press  to activate [Dodge Counter: Moto Drift].

– Special Attack (Bike Mode): Upon activating this skill, enter [Free Mode]. Taking damage during this skill triggers [Perfect Dodge]. Triggering [Perfect Dodge] restores HP equal to a percentage of missing HP, up to 20% of Max HP. Press Basic Attack to activate [Dodge Counter: Hand Cannon].

– EX Special Attack (Free Mode): Upon activating this skill, enter [Bike Mode]. Taking damage during this skill triggers [Perfect Dodge]. Triggering [Perfect Dodge] restores HP equal to 10% of Max HP. Press  to activate [Dodge Counter: Moto Drift].

– EX Special Attack (Bike Mode): When [Heat] is full and Energy is sufficient, and current HP is not lower than 10% of max HP, hold Special Attack to activate:

Leaps off the bike and kicks enemies, dealing massive Physical DMG.

Upon activating this skill, enters [Bike Mode]. After the skill ends, enters [Free Mode] and recovers HP equal to 20% of max HP;;

Character is invulnerable while using this skill.

– Chain Attack: Unleashes consecutive attacks forward, dealing massive Physical DMG.

Character is invulnerable while using this skill.

– Ultimate:  Upon activating this skill, enter Bike Mode and charge forward with a bike rush, then fire a laser beam after the rush ends, dealing massive Physical DMG.

After the skill ends, enter Free Mode. If you hold  or  after firing the laser beam, you can avoid entering Free Mode.

Character is invulnerable while using this skill.

– Core Passive: Starlight Billy gains extra Sheer Force based on his Max HP, with every 1 point of Max HP increasing Sheer Force by 12;

All Physical Attribute DMG dealt by Starlight Billy’s skills is Sheer DMG, ignoring enemy DEF and using his Sheer Force stat as the skill DMG Multiplier; Starlight Billy recovers 120 Adrenaline when entering the battlefield. This effect can trigger once every 180 seconds in Investigation Zones;

When Starlight Billy takes fatal damage, he negates that damage and gains a Shield equal to 10% of his Max HP, lasting 30 seconds. Damage taken in a single instance cannot exceed the Shield value;

While in [Bike Mode], Starlight Billy continuously consumes HP, CRIT DMG is increased by 100%, DMG taken is reduced by -40%, and Anti-Interrupt Level is increased;

When Starlight Billy’s HP drops below 1% of his Max HP while in [Bike Mode], he enters [Free Mode];

While in [Bike Mode], dealing DMG with skills recovers [Heat]. The max [Heat] cap is 100. When [Heat] is full, the next [EX Special Attack] upgrades to [EX Special Attack: Starlight Knight Flying Kick]. Activating [EX Special Attack: Starlight Knight Flying Kick] consumes all [Heat];

While in [Free Mode], certain skills restore Starlight Billy’s HP when they deal DMG. When Starlight Billy’s current HP is at least 10%, he can activate [Special Attack: All Aboard] to enter [Bike Mode].

Activating [EX Special Attack: Moto Slam] or activating [Special Attack: Switch to Freestyle] or [Special Attack: Switch to Bike Mode] and triggering a [Perfect Dodge] restores his HP;

Activating [Basic Attack: Moto Dash], [Basic Attack: Tail Whip], or [Dodge Counter: Moto Drift] grants a Shield equal to 10% of his Max HP. This can be activated 2 times every 4 seconds. Shields can stack and last 3 seconds; repeated triggers reset the duration;

– Additional Ability: 

When another character in your squad is of the [Stun], [Defense], or [Support] Specialty:

Gain 1 stack of [DMG buff] after using the fourth hit of a [Basic Attack:] [Dodge Counter: Hand Cannon], [Chain Attack:], or [Ultimate:], lasting 20s. Max 2 stacks. Each stack of [DMG buff] increases the DMG dealt by [Chain Attack], [Ultimate], [EX Special Attack: Starlight Knight flying kick], EX Special Attack: Moto Slam, and [Dodge Counter: Moto Drift] by 20%.

Effect: CRIT Rate increases by 20%. When the equipper launches a Basic Attack, their Physical Sheer DMG increases by 12%, stacking up to 2 times and lasting 12s. Repeated triggers reset the duration.

Overall Gameplay Assessment

Starlight – Billy Skill Kit seems to be very simple but effective, with his abilities and skill allowing him to switch between 2 different modes: Free Mode and Bike Mode.

In Free Mode, Billy deal powerful Physical Sheer Damage to enemies and is capable of recovering his HP. Upon using his EX Special Attack, Billy is capable of entering his Bike Mode. In Bike Mode, Billy will continuously consume his own HP over time to massively enhance his overall damage output and allow him to take less damage. Every attacks her does during his Bike Mode will accumulate Heat, and upon accumulating enough Heat stacks, Starlight Billy can use his Enhanced EX Special Attack to deal massive amounts of damage to enemies.
